Resident Project Representative
Under the immediate direction of the Project Manager and Project Engineer, the Resident Project Representative is assigned to a specific project (or multiple projects) to serve as an onsite coordinator, reviewer, and liaison between Underwood Engineers, the construction team(s), and the communities we serve.
Essential Duties and Responsibilities
- Communicates with Contractor daily regarding scheduling, conformance with project documents/specifications, quality control issues and measurement for payment.
- Communicates with Project Engineer, Project Manager, and Construction Service Manager on a regular (daily or as defined by the design team) basis concerning progress of work, non-conforming work, construction conflicts, design concerns, potential change orders, project staffing needs, project scheduling, and work that is beyond the requirements of the project.
- Observes construction technique and performance of Contractor at project site. Provides comment on adequacy of performance in accordance with the plans and specifications.
- Maintains knowledge of project specifications as they relate to Contractor’s performance.
- Review applicable designs, specifications, and shop drawings prior to the work being started.
- Observes materials for compliance with specifications and approved shop drawings as materials are delivered to the site.
- Follows Underwood Engineers policies and procedures regarding construction services.
- Review/monitor/observe lab testing and field test requirements with the Contractor and UE sub-consultants as necessary and immediately inform the project manager of any failed tests.
- Participates in the resolution of problems encountered during construction.
- Provide a monthly QA/QC summary report.
- Identifies defective work and acts to notify Project Manager, Project Engineer and Contractor immediately using appropriate verbal and written communication.
- Provides draft responses to Contractor’s RFIs and ESIs for review by the Engineer.
- Coordinates with local utilities, local residents and other agencies affected by the project as needed.
- Provides input on claims and draft written responses. Assist Project Managers in negotiating cost proposals when and if necessary.
- Maintain record information, including full site markups of drawings and tie sheets for any buried components. Record Drawings are to be updated regularly as construction proceeds and be must completed prior to substantial completion.
- Utilize or coordinate the use of the UE owned GPS units to collect record drawing information.
- Manage photographic records of construction progress, conflicts and resolutions during construction, non-conforming work and corrections, and any additional work performed by the Contractor.
- Prepares and signs daily field reports describing daily events to include, construction site personnel and equipment, conflicts and conflict resolutions, and equipment and pertinent communications with the Contractor. Daily field reports shall be prepared daily and submitted no greater frequently than weekly.
- Issues field orders upon consent with Project Engineer, Project Manager and Owner of the project.
- Reviews Contractor’s monthly payment requisitions and makes recommendations to Project Manager based on satisfactory work completed and stored material quantities.
- If requested, prepare draft monthly payment requisitions for review by the Project Manager.
- Draft minutes of monthly progress meetings for review and comment by Project Manager.
- When requested, facilitate, and run monthly project meetings.
- Assist design team with review of shop drawings, as requested.
- Prepares punch list.
- Travel required.
- Additional duties as assigned.
Supervisory Requirements
This position is not responsible for directly supervising employees but may be requested to train and mentor Junior Project Engineers or Interns with knowledge of construction experiences, particular project protocols, or procedures.
Software Requirements
Must have working knowledge of Microsoft Office products, specifically Word and Excel.
Knowledge of Bluebeam PDF software preferred.
Minimum Qualifications
Education and/or Experience:
- Minimum five (5) years similar field experience preferred.
- Ability to clearly communicate issues and deficiencies as appropriate.
- Is familiar with current safety standards employed during construction.
- Junior Resident Project Representative may have less experience; however, field assignments provide an opportunity to gain experience under the supervision of a Resident Project Representative.
Certificates, Licenses, Registrations
- Professional Engineering license preferred, but not required.
- If not licensed, must be approved by the funding source and/or NHDES to work on projects under the guidance of a licensed engineer.
- Valid Driver’s License.
- 10 Hour OSHA Training Certificate.

Essential Duties and Responsibilities
- Independently performs professional engineering work in your own specialty on a variety of assigned tasks, which regularly have uncommon and/or complex features.
- Is assigned to project teams, and prepares reports, opinions, and recommendations for the approval of the Project Manager concerning the direction of the project.
- Develops project concept designs, and directs and participates in final project designs.
- Prepares contract specifications.
- Demonstrates competence in the duties and skills of a project engineer.
- Performs project manager tasks on one or two projects of varying size and complexity.
- Resolves field problems occurring during construction.
- Participates in preparing proposals.
- Monitors work expended on projects and schedules.
- Researches literature and develops solutions to complex engineering problems.
- Stays current with changing technology and materials.
- Develops managerial skills in dealing with regulatory and client officials.
- Will be expected to communicate with clients from time to time under the supervision of the Project Manager.
- Preparation of proposals, contracts, and budget sheets using standard forms.
- Working in a team environment in-person and remotely between worksites.
- Working knowledge of applicable codes and regulations.
- Possess advanced oral and written communication skills.
- Represents the organization in communications to clients and conferences pertaining to broad aspects of engineering assignments.
- Reviews and approves scopes, budgets, and schedules for assignments.
- Prepares proposals for professional engineering services for senior staff.
- Travel required.

Supervisory Responsibilities
This position is responsible for directly supervising all staff necessary to complete assignments. This position does not have subordinate supervisors reporting directly.

- Must have a working knowledge of Microsoft Office products.
- Must be proficient with specific engineering design/modeling software in area of specialty.
Minimum Qualifications
Education and/or Experience
Bachelor’s degree (B.S.) in engineering or another related field from a four-year College or University and a minimum of four years related experience and/or training; or equivalent combination of education and experience.
Requires six (6) years of progressively responsible experience as an engineer.

- Valid Professional Engineer license in the State employed.

- Responsible for interacting with contractors, preparing, interpreting, or modifying designs and specifications as necessary.
- Directs and oversees the preparation of change orders from the Project Engineer as necessary in accordance with established protocol.
- Responsible for securing all permits required to ensure the project’s compliance with all applicable regulations.

- Ability to perform all of the tasks required of an Engineering Technician.
- Works closely with project engineers in the preparation of plans and graphics computer-aided design.
- Is able to design and layout engineering drawings by CAD or other means within his or her technical specialty. May assign the final drafting to a lower classified drafter and provide oversight or may draft the design him or herself.
- Using knowledge of the kinds of projects the firm designs is able to design and detail portions of the engineering system from catalogs or CAD systems.
- May assist with permitting applications from the local, state or federal agency.
- May assist in the preparation of environmental impact studies, doing drawing or sketching as required.
- Is competent and uses his/her judgment to develop accurate methods that may be faster or more efficient.
- May be expert in certain design areas, such as routing of piping within a project, or the calculation of stormwater flows or the design of wastewater systems.
- Works to be consistent with Company standards including drawing standards, record drawings, survey requests, etc.
- May perform field assignments to support the Engineer.
- May meet with client or client’s representative.
- Travel required.

Essential Duties and Responsibilities
General
- Prepares or assists in the preparation of engineering drawings, documents, details, schedules or reports assigned.
- Helps out in whatever duties are required to deliver a quality project on schedule.
- Is familiar with and proficient in the use of all office equipment including both blueprint, printers, photocopying and other office equipment.
- Developing knowledge and proficiency in the use of the firm’s system of filing and retrieving drawings and other project information.
- Ability to work in a variety of media and developing new abilities as required.
- Understands how to use all the drafting media: mylar, vellum, ink, pencil, computer.
- Understands the basic concepts of survey field information, with the ability to maintain project files associated to drawing. Maintaining credibility of point data, tin surface data, horizontal and vertical alignments and understanding of how they integrate to other drawings associated to the same project.
- Job duties may also include:
- Complete certain tasks in the field such as survey, test pits, data collecting, sampling, etc. to support the engineering staff.
- Data entry in electronic format.
- Preparation of quantity takeoffs and cost estimates.
- Assist in the maintenance and upkeep of the engineering equipment.
- Responsible for filing, maintaining and storing all computer generated mylar’s, paper plots, and reference materials associated with a project.

CAD
- Developing knowledge and proficiency in the use of CAD equipment and procedures.
- Developing knowledge and proficiency in the firm’s drafting standards and then applying this knowledge.
- Able to use AutoCAD base drawing and command capabilities to illustrate all aspects of engineering drawings.
- Capable of performing plan, profile and x-section views.
- Assisting in the production of drawings, graphs, charts, exhibits and other project materials, for clients or in-house records, etc.
- Works from detailed, but not “to scale” sketches.
- Produces graphs, charts, overlays, simply isometric and perspective drawings using CAD systems.
- Interface between difference sources to create maps in AutoCAD Civil 3D using :
- GIS Shape Files,
- Granit data
- Microstation drawing
- Images/USGS
- Create and modify drawings using Civil 3D functionality (ie, styles, views and templates) to design and draw
