Infrastructure management

Infrastructure management includes asset management, capital planning, management plans, rate studies and funding.
Underwood Engineers provides comprehensive infrastructure management services including asset management, capital planning, management plans, rate studies, and funding assistance. These services are provided for water systems, wastewater systems, and/or roads.

Rate studies

Rate work can be simple calculations to determine the approximate impact of budget adjustments and/or capital projects. More detailed rate models are used to look at impacts of various user classes and or when rate modifications are being proposed.

Underwood has completed dozens of rate studies for both water and wastewater systems. As a leader in New Hampshire rate work, we present many papers on general rate sating practices. See the “Electronic Documents” section of our web page for presentation information on rates.

Asset Management

Asset Management assesses the life and risk of failure of various components and establishes a budget to plan for replacement. The earlier an Asset Management Plan is established, the less of an impact it will have on the utilities budget. UE has been a leader in asset management in New Hampshire completing a dozen studies recently.

Funding

Underwood is a leader in funding and financing of municipal projects.

Underwood provides recommended funding opportunities for all our projects. We pride ourselves by developing a funding mechanism that maximizes grants and low-interest loans for our clients. Our experience includes working with all types of programs from NHDES, MDEP, MADEP, Rural Development, EPA, CDBG, Congressional opportunities, etc. When it comes to funding assistance for our clients, Underwood is a proven leader in New Hampshire and northern New England.

We understand the State and Federal requirements of each of these programs which allows us to keep compliance simple. In fact, Underwood Engineers was responsible for 19 loans through the recent American Recovery and Reinvestment Act (2009), more than any other firm in the State of New Hampshire.
